DIA memo says Sun Streak worked. The file alone doesn’t.

A single 1989-90 DIA evaluation kept funding remote viewing for the intelligence community; the paperwork proves continuation, not clairvoyance.

The document is a Secret DIA evaluation memo dated 1989 to 1990, filed under CIA reference CREST CIA-RDP96-00789R000401010001-5. It concerns Sun Streak, the DIA’s operational remote viewing project running under the wider STAR GATE umbrella. The memo states that DIA formally assessed the programme and judged it operationally useful enough to continue funding.

That is a bureaucratic fact, not a paranormal one. Somebody with budget authority looked at results and signed off on more money. Programmes survive for many reasons: sunk cost, political cover, a general who liked the briefings. None of that requires the viewers to have seen anything real.

No outcome data survives in this file. There is no side by side comparison against chance, no control group, no independent replication attached to this record. One memo asserting usefulness is exactly that: one memo. It sits inside a paper trail, not a verified result.

Grade: lead. The finding holds as evidence that DIA believed in its own project, at least on paper, for one budget cycle. It becomes proven only if a second, independent DIA or CIA record corroborates specific operational hits, not just continued cheques.
