CIA archive keeps 1991 ganzfeld ESP paper as reference material

A Statistical Science meta-analysis claiming above-chance telepathy scores sat in STAR GATE’s files; it never left the debate stage.

The document is CIA-RDP96-00789R003100010001-6, a 1991 Statistical Science exchange between statistician Jessica Utts and psychologist Ray Hyman. It concerns the ganzfeld protocol: a receiver sits in red light with halved ping-pong balls over their eyes, white noise in their ears, and tries to describe an image a sender is staring at elsewhere. Chance gives a 25% hit rate across four choices. Utts’s pooled data across dozens of trials put the figure near 35%.

STAR GATE, the Pentagon-then-CIA remote viewing programme running from the 1970s to 1995, kept the paper on file. That is all the record shows. Retention is not endorsement. Programme officers collected academic ammunition on both sides of the psi argument, and this was Utts’s strongest published case.

Hyman’s reply sits in the same journal and the same file. He flagged inconsistent randomisation across the studies pooled, uneven judging procedures, and a suspicious clustering of results from labs with fewer independent replications. Nobody has since produced a large, pre-registered ganzfeld trial that clears these objections outright. The effect, if real, refuses to grow with better controls; usually that is the tell.

So: a real statistical anomaly, a real methodological fight, and a filing cabinet that proves only that the CIA read the argument. STAR GATE was shut down in 1995 with no operational psychic hits credited. File it as lead, not proof, and watch for anyone who quotes the 35% without mentioning who wrote the rebuttal.
